Whittle-to feature can still get stuck in an infinite loop

Was just trying to whittle a big list down to 40,000 words and it got stuck in this back-and-forth:
Whittled list to 39991. Will try again, taking 140004 words.

Will have to think about how to catch and prevent this "stalemate".
I think I fixed this a while back with some creative little + 1 moves. Gonna close this for now.
