Implement PyPi proxy repositories

Make sure that as a consequence #810, PyPi proxy repositories work.

Investigate if and how we need to maintain metadata and implement it as necessary.

This would require implementing some unit tests. Testing this out manually with pip or other tools would also be of help.

This is a sub-task of #807.
