support new soroban rpc runtime configs for captive core usage

What problem does your feature solve?
new change for ledger entry storage will be merging to soroban-tools/rpc soon,
stellar/stellar-cli#322
once it does, it will require new runtime config parameters for captive core to be added to the soroban rpc server config in supervisor here.
What would you like to see?
updated supervisor conf includes new required runtime config parameters for soroban rpc.
