Add labels for oceans and seas

Currently, for whatever reason, we aren't rendering them. As pointed out by @almccon Toner has them, so we should look to the source code to see why they didn't make it into Terrain Classic. Another alternative would be to use the marine area polygons from Natural Earth's 1:10m physical labels.
