Missing 1.0.28 release

I see a 1.0.28 tag at https://hub.docker.com/layers/stakater/reloader/v1.0.28/images/sha256-c7177f8280d454342fd34d6e487bcfafbad8ba18de50b7a1c7e8827f2a1b0cae?context=explore and Renovate tries to update it based on it existing in the registry, however I don't see a tag or a GH release here. Is that expected?
A tag and release exists now, it was a temporary issue with push to master workflow where the Do not allow bypassing the above settings setting prevented the workflow to run.
