image name mismatch

PR #269 changed the fat and compute image names to omit the previous .qcow2 extension (because the format is now selectable).
However no new image was built by the .stackhpc environment and environments/.stackhpc/builder.pkrvars.hcl has not been updated. So next time a fat image build is run in this environment, CI will fail.
Fixed during enabling ci to run in both arcus and sms
