.bpipedb location breaks bpipe on some clusters

It is common for clusters to mount $HOME readonly on compute nodes to prevent usage of $HOME for storing data for processing.
Unfortunately, bpipe tries to store its job database there and dies immediately.
I would like to request an environment variable to control its location.
Closed in favour of #242
