Calling Invoke-ScopeManager doesn't overwrite preexisting scopes

Calling Invoke-ScopeManager to update existing scopes simply responds that the scopes have been chosen - the process does not get kicked off, and the file does not update.
Fixed. To be released in 0.9.7.0.
