Update CF AT and deployer plans to use PAS 2.6 and 2.7

- CF AT plans (2.4.x, 2.3.x and 2.2.x) now use navy - created the explicit CF services (scheduler, cloud config server) for the plan and they are ready.
Updated the following plans:

- CF Deployer plans now run against both the navy and avalon with the associated services (rabbit, ci-scheduler) created for the tests and they are ready as well
