[Suggestion]: Add Universal Standard Tags

I suggest we add support for using "Universal Standard Tags" standard found here.

I do believe spacy & a few other tagger's use these.

Basic solution for this would be create a basic map and replace matches with Compromise current tags etc.

I like this idea and it would be a good plugin.
Feel free to add a mapping to the existing penn tagset plugin.
