Commands label

spackbot should apply the commands label whenever anything is changed in cmd/ cc. @tldahlgren if you want to add notes!

I was originally looking at having commands apply to command tests.

Then I noticed the new-command label is used if a command file has added status and commands used if modified status. So I assumed a command file that has renamed status wouldn't get the label.
