Issue JP-3590 was created on JIRA by David Law:
https://jwst-pipeline.readthedocs.io/en/latest/jwst/stpipe/config_asdf.html#parameter-files-as-reference-files seems to be incorrect; syntax look like it should be add_metadata not add_meta. The latter fails, while the former works.
