Add documentation of MSA metafile to Readthedocs

Issue JP-3554 was created on JIRA by David Law:
The MSA metadata file that governs late-stage processing for NIRSpec MSA data doesn't seem to be documented in https://jwst-pipeline.readthedocs.io/en/latest/jwst/data_products/index.html
This should be added, either here or wherever else is appropriate.
