Defect: OpenCoarrays-2.9.0 ignores build flags

For clarity, I'm opening a new tracker for this issue. As discussed in #676, the fix in #706 results in the OpenCoarrays build ignoring externally input build flags for objects built with caf, preventing the building of debug information packages in Fedora.

Can you post the build flags that you need to work? (obviously any but would like to be specific)

This is the %cmake macro used in Fedora:

I am also building it with -DCAF_ENABLE_FAILED_IMAGES=FALSE since the support is experimental according to INSTALL.

OpenCoarrays has been retired from Fedora since it hasn't built successfully in over a half year.
