Support for AMD CPUs

Recent AMD CPUs provide energy measurements via an interface that is similar to Intel RAPL. CPU Energy Meter should be made to work on these CPUs as well.

@TBunk would be great if we can support AMD CPU, that would make this tool work most of the system, then this will be a good candidate to included in debian/ubuntu packages
Sure, would be great! Unfortunately we currently don't have anyone with spare time to work on this.
