Add settings for auto-capitalization

Auto-capitalization even without commit-type:-prefix is very unconvenient when I use Angular-like commit message convensions. It will be good to have an option to disable auto-capitalization.
I don't think it'd make a lot of sense to add a global setting to disable capitalization, as it's uncommon and most projects require it.
However, if we had per repository setting – it'd make sense to disable it for a specific repo. (Or tweak any current setting)
