Add control of IQ options from config files

There are several options for the IQ build that should be configurable, including:

1. Build stage
2. Number of retries
3. Application name prefix
4. Optionally make "whitelist" for IQ application submission

It would be nice if there was some way to specify the application name such that it works for multiple binary builds
