Is your feature request related to a problem? Please describe.
We implemented metadata and attribute support in our version of envoy while working to upstream the work.
Now that our work has merged upstream there are some minor differences which we need to rectify.
This will allow us to move off of our forked go control plane.

Tasks in the enterprise repo regarding supporting this work should be merged
