automatic instance restart

I'm trying to disable automatic instance restart at start-time, and I'm assuming setting
auto-manage-instances=0
is the way to set this, but it's not working for me -- Exhibitor still starts with "Automatic Instance Restart" flipped to "On"
I'm using 1.5.6, by the way. Anyone else have this issue?
