Build standalone executable with npm pkg

This issue is for jenkins plugin v2 (https://github.com/jenkinsci/snyk-security-scanner-plugin) and related to https://trello.com/c/QMI9EdU3.
A nodejs-less Snyk installation needs snyk-to-html as executable binary under GitHub releases. The same technique is used for snyk cli.
