Publish to github and sp-hosted-assets

Previously we had travis jobs to publish to bintray and publish to the sp-hosted-assets bucket. But these got lost when we migrated from travis to bintray.
We should publish to the github release as an alternative to bintray. And we should start publishing again to the bucket.
