Set band to "N/A" when RF is turned off

Currently there are 65 nodes with blank band.
Spot checking, one of the blank ones has ["meshrf"]["status"] = "off". In that case the band really should be "N/A".
As noted in #46, this should really be "No RF", not "N/A".
Closing as duplicated by #46.
