One vs One & One vs All lead to different results

The One vs One and One vs All view produce different results for damage calculation. For example in ADV OU, Swampert with Ice Beam and 28 EV invest in SpA allows a guaranteed OHKO against Flygon according to the One vs One view. In contrast, the One vs All view states that this constellation only gives a 93.8 % chance to OHKO Flygon. Which calculation is correct?
Edit: It seems that in the One vs All view, the IV changes due to Hidden Power are not considered.
