Add Telemetry API

Maybe we should add Telemetry API. This can be an issue to figure out what the initial API should look like and what metrics will be useful to report. For starters, successful commands versus commands that fail for some reason might be useful. From an observability goal that could help consumers detect when the Z-Wave network might be in trouble which can help be proactive in addressing the issue before a user is affected. I will formalize this more before implementing, or if someone else wants to implement suggestions are welcomed.
