When the restore flag is set to true, the scene is recomputed after a HA restart

If the restore flag is set to true, a scene is created when the simulation starts with the state of all entities implicated in the simulation.
The problem here is that, if HA restarts, the scene is recomputed and the initial scene will be overridden.
--> after a HA restart, the scene should not be re-computed
