"Add reaction" button/menu item should not be present when the user is not logged in

I've noticed that the "Add reaction" menu item and the three-dots button in the reaction bar are still present and interactable when the user is not logged in.
Since reacting anonymously is not possible on GitHub, they should clearly be hidden in that scenario.
