Feature: Supply initial schema to the server

Description
Similar to Postgresql's 'docker-entrypoint-initdb.d', it would be great to be able to supply a schema to the skytable server that on startup, if the database doesn't already exist, it ingests and uses to create keyspaces and tables.
The target release for this feature is 0.8 that will be released in late November.
