Game and controller buttons lag/stuttering

Game: Cuphead
As I join a boss battle(or tutorial map). The game starts to lag and controller buttons goes crazy
Proof
(Please note that the game does lag but not bad as the video, control lag are the same)
Tested on Pixel 2, Build 2513
Issue starts from build 2128 to latest build. Build 2125 works good(for me) with almost no lag and controller buttons works great too

Game version: 1.3.7
Game file
Game updated from 1.2.5 to 1.3.7 using Yanu nsp updater)
Used original graphics system driver
