You cannot right click to open in a new window or copy link on a quote tweet's timestamp

On a tweet you can right click on the timestamp to open in a new tab or get the URL:

You can do this on any tweet except quote tweets:

In other words, all tweets have <a> tags on their timestamps except quote tweets.
