Rename `hdf5plugin.PLUGINS_PATH` to `hdf5plugin.PLUGIN_PATH` without `S`

It would be best to advertise hdf5plugin.PLUGIN_PATH without S since it is closer to HDF5_PLUGIN_PATH naming as used by libhdf5.
No need for removing hdf5plugin.PLUGINS_PATH to keep compatibility of course.
