Helm chart install cosigned admission webhook does not work for private registry

Description

I installed cosigned admission webhook from helm chart, it works for public registry like docker hub public repo, but doesn't work for private registry, in my case is artifactory registry. Even I already put cosign public key in cosign-system namespace secret.

Matt Moore gave me a full stack yaml file, I uninstall helm chart and install from the yaml file fixed the issue.
