Don't allow joining machines of lower minor Talos version which are not installed to disk

If the Talos is not installed to disk (i.e. ISO/PXE boot), don't allow joining the machine to a cluster of newer Talos version.
E.g. booted from ISO on 1.5.2, and trying to join to 1.6.3 cluster.
