[Bug]: Android Foreground Notification does not always dismiss

Steps To Reproduce
Seems to be a race condition with Android. Queue up many http transfers, sometimes the foreground notification won't disappear
Expected Behavior
Notification disappears after transfers are completed every time
Actual Behavior
It does not do that
