feat: make the public resources map available for non-registered users

This feature has been requested several times to have an idea of what could be found on Shareish before registation.
To avoid any privacy issue for now, one intermediate option could be to only display public resources (from OSM & FallingFruit) ie. "extralayers" in TheMapView. In a later stage, we could extend the visibility levels of user items (currently we have: public / non-listed / draft) to allow users to choose for each item its dissemination level: public / non-listed / subscribers / private, similarly to what is done with federated platforms (e.g. mastodon).
