[BUG] Catch event spams "All prisoners have been catched"

- I have checked that my issue doesn't exist yet.
- I have tried my absolute best to reduce the problem-space and have provided the absolute smallest test-case possible.
- I can always reproduce the issue with the provided description below.
Describe the bug
On Catch event end, it will write "All prisoners have been catched" multiple times instead of one (probably once per player)
Environment
- Operating System version: Linux
- Current SourceMod version: 1.10
- Current Metamod: Source snapshot version:
- Current MyJailBreak version: latest dev build + https://github.com/rlevet/MyJailbreak/releases/tag/v2
