webpack3.12.0 cannot work for production but for develop

i use webpack template utils.js for loader config

my node version is 8.9.3

i find the npm run dev the sass-resources-loader is work well but when i run npm run build i found the output css not include the css of use sass only the actual css
now i doubt is the problem of extract css plugin
