extract split-window creation/output/destruction into separate script

Code from rl_history_search could be useful in other scripts. Modularise it along the same lines as uberprompt so it can
be used elsewhere. Also work out a way to make sure deps are loaded for scripts that need it.
This should probably go into IrssiX instead.
