Both variations exist. Solution is to use AddakBindi for Pre-Bihari-Bindi (see middle column below). This character is useless to us, so should not be a concern. Can be safely converted in place to Unicode standard by replacing AddakBindi (U+0A01) with Bindi (U+0A02).
Adding more info as bindi before bihari ordering is now preserved/respected by Harfbuzz. Still have to use addak bindi for the time-being in apps like microsoft word, notepad, apple's pages, etc. However for all major web browsers it seems we can switch to bindi + ZWJ + bihari. Eventually we hope to move simply to bindi + bihari.
