New users are not saved in the configuration

Describe the bug
When I create any new user, the user disappears after restarting the application
To Reproduce
- open /settings/user
- create a new user
- restart camera.ui
Expected behavior
I would expect users to remain created.

Seems likewise for the Dashboard....
