Remove IRS Direct Connect functionality, as it has been discontinued.

Hello,

IRS Direct Connect and Insight Online have been retired on November the 30th, 2022 by HP and are no longer accessible.
My Employer got notified by email and I couldn't find an announcement on HP's Website, but here is a migration guide they linked in that email from November.
