Staging folder vs file path conflict

Hi all - is this a bug or known behavior.
When using tower to stage a file from S3 - if there is s3://bucket/file.csv and s3://bucket/file.csv/ (a file and a folder) specifying s3://bucket/file.csv will stage the folder and not the file.
Nf version- 23.04.1 build 5866
Tower version- 23.2.0-cycle09_440df6e
