when `auto-merge`, code quality check is insufficient

Although I want to confirm "website_build is OK", auto-merge do merge when a few required statuses.
This is insufficient, I have to fix the flow.

Although I can use https://github.com/dorny/paths-filter to integrate skipped/not skipped pattern, I choose the way official suggests to follow official migration way in the future.
