no upstream in kali 17.1

I have the no upstream working in kali 16.2
I have a clean install of kali 17.1, but no upstream is not working. The NAT simple works fine.
When i connect with no upstream i do not get an ip address.
Changing the line dnsmasq -C /etc/mana-toolkit/dnsmasq-dhcpd.conf $phy to
dnsmasq -C /etc/mana-toolkit/dnsmasq-dhcpd.conf -i $phy
then supplies the machine with an ip, but the dns server is 8.8.8.8
If I change the conf file dnsmasq-dhcpd.conf to have a dns of 10.0.0.1 then this is then given to the client, but the portal page is not loaded.
Any ideas?
