[FEATURE] Ability to disable MFA

Describe the feature:
Hello,
Would it be possible to be able to deactivate the MFA for certain users at creation.
Describe why this feature is needed:
The idea is to be able to give access to external companies for support without the need for MFA.
Scope of feature:

- device agent
