Add Fault Detection for Water Pump

Stretch Goal: If a plant was meant to actuate the water pump however on next soil moisture reading no increase in soil moisture has been detected, trigger a lambda function, which would notify plant stakeholder on telegram.
Ehh very stretchy, will see does this extra goal get done.
In theory not too bad though but camera, OTA and telegram could be more pressing as we didn't mention fault detection yet.
Being more decisive and closing this issue.
If we accomplish the above three features, we already went above and beyond for the module.
