Apply contrib queue to new repo

When the new verification-tools repo exists and has content, we can apply existing contributions to it without having to update all of l4v immediately.
- check and transfer existing l4v pull requests
- open pull request for private contrib queue
No longer necessary, AutoCorres is scheduled to become an AFP entry instead.
