build host dependencies are out of date

The minimum gcc version for building seL4 is 8 (see seL4/seL4#575 and seL4/seL4#574). This means that the currently described build host dependencies are not only out of date, but now insufficient, because Ubuntu 18 comes with gcc 7.5.

We should update the host dependencies to Ubuntu 20LTS and current Debian stable (bullseye) and document minimum gcc and clang versions.
