Cleanup automated PR workflows

Problem Description

We have some workflows that open PRs. We want to make the following changes to them:

• For the dependency checker workflow
  • change it to run only on Monday
  • set the committer to be the github workflow bot. See here
    
• For the static code workflow
  • set the committer
