Restrict challenges page access based on the contest timings

Currently, the challenges page can be accessed even before/after the competition timing. Restricted that page access only for the competition timing. It can also be done that only the submission of flags is restricted after the competition is over. This is to be implemented from frontend as well as backend(#298).
