Not possible to assign menu to specific store / storeview

Steps to reproduce:
in Admin:

1. Click stores > configuration > Scandipwa > content customization > Header and menu
2. Change Scope to store view level
3. Select new menu in 'Menu to display'
4. Save
5. Cache flusch
   On FE:
6. Open related storeview

Actual result
Proper menu is not shown on storeview level
It's not possible to assign menu to specific store, it's just saving store_id 0.

What did you expect to happen?
Proper menu is shown on storeview level
